Could an embezzlement probe cost French centrist Philippe the election?



The launch of an investigation into the awarding of contracts by a French mayor wouldn’t normally merit headline news – but this mayor is one of the favourites for France’s crucial 2027 presidential election.

What has happened?

This week France’s national financial crimes unit the Parquet national financier confirmed that a formal judicial investigation will be opened against the mayor of Le Havre, Edouard Philippe, plus two other local officials.

The investigation – into suspicions of embezzlement of public funds, favouritism, unlawful taking of interest and extortion – was ordered earlier this month, the financial prosecutor’s office told AFP on Tuesday.

The announcement marks a step up in the enquiry, which has been running since 2023, making it potentially more serious – although no charges have been laid.

What is the probe into?

It’s about the awarding in 2020 of a contract in Le Havre for the management of a digital hub.

An association called LH French Tech was awarded the contract to run the digital hub in July 2020 after being the sole contender to respond to a call for bids.

Under a deal, an association – created that same month, and presided by the deputy mayor – was to receive more than €2 million for several years to run the space supposed to encourage digital innovation.

A former employee, who has since been granted official whistleblower status, has gone public with allegations that there was a conflict of interest as the deal allowed the mayor and his deputy “control over considerable sums” of money.

Philippe denies any wrongdoing, and his team told AFP that he took note of the probe and would “answer the questions put to him by the judiciary, as he has always done, in a very serene manner”.

Why is this important?

Although any suggestion of misuse of public finances is always important, this case has made headlines because of who is involved: Edouard Philippe.

Philippe, a centrist and former prime minister under Emmanuel Macron, is currently one of the front-runners in the 2027 presidential election.

In fact, the most recent polling (albeit we’re still a year out from the election) suggests that Philippe is the only person with a chance of beating the far-right Rassemblement National candidate.

Will the probe scupper his chances?

There are two ways that the investigation could affect his election run; if the investigation concludes that there is enough evidence for Philippe to be mis en examen (charged) and if he is then found guilty of the charges, the court could impose a ban on standing for public office as part of his sentence.

This is exactly the scenario that his possible presidential rival Marine Le Pen is in – she was found guilty of embezzlement in 2025 and is currently banned from standing for office for five years. She has appealed, and her appeal is due to be ruled upon in July – that decision will determine whether she or her deputy Jordan Bardella is the RN candidate.

However, it’s also possible – even likely – that the investigation and any subsequent court cases will not have concluded by April 2027, leaving Philippe free to stand (and obviously, the investigator could conclude that he has no case to answer and drop the investigation).

But even if he is able to stand, being under investigation for financial crimes related to his public role could damage Philippe’s standing with the voters.

Back in 2017 the centre-right candidate François Fillon was among the front-runners for the election, before a scandal broke about him creating a fake, taxpayer-funded job for his wife, Penelope. He was later convicted of fraud and misuse of public funds.

In Philippe’s case, his likely main rivals have their own problems – Le Pen has a conviction for embezzlement while her deputy Jordan Bardella is also under investigation, this time over an alleged misuse of EU funds.

Like the Philippe case, the Bardella investigation is unlikely to be concluded before the election leading to a potential face-off between two candidates both under investigation for alleged financial irregularities.
