Commission launches the European Housing Alliance

Energy and Housing Commissioner Dan Jørgensen (pictured) is inviting member states, regions, cities and stakeholders across the Union to join Europe’s first-ever Housing Alliance. This landmark initiative is designed to strengthen cooperation, mutual learning, and sharing of best practices on housing across the EU. It will help delivering on the ground the European Affordable Housing Plan presented by the Commission to tackle the housing crisis affecting millions of Europeans. 

“At a time when the housing crisis is affecting communities across Europe, collaboration is more important than ever. The launch of the European Housing Alliance marks a crucial step in building a shared response to this fundamental challenge. By bringing together housing experts, cities, regions, local leaders and our Member States, we are creating a common platform to shape together the future of housing in Europe. Through this Alliance, we can turn shared insight into real action and help ensure access to affordable and sustainable housing for all across Europe.”

The Alliance will act as a central platform for national, regional, and local governments, as well as stakeholders (youth, tenant, owner representatives among others) and EU institutions, to collaborate on solutions to Europe’s housing challenges.  

The European Housing Alliance will be based on the following principles: 

  • Respecting the principle of subsidiarity and drawing on benefits of multi-level governance.
  • Openness and inclusive participation based on transparent working methods.
  • Flexible, adaptable and focused on substance.
  • Combining political and expert level cooperation and connecting policy with realities on the ground. 

In parallel, the Commission is developing the Pan-European Investment Platform for Housing, which will help better coordinate existing EU, national and local financing instruments and improve their combined effectiveness. It will not create new EU funding, but will support more efficient use of available resources, including through blended finance and stronger project pipelines to mobilise investment at scale.
